What happened at the P&Z meeting?
At the April 1 Planning & Zoning Commission meeting, all the votes on the City’s proposed Options 1, 2, and 3, ended in a tie 4 to 4. David Downs, head of the Commission, in a visibly exasperated attempt to get a majority vote on “something to send to City Council” created a variation of Option 2. There was no discussion among the commissioners about this option, nor any mention as to how it would fit with the findings from the Short-term Rental Task Force and community surveys. A vote was taken, and Revised Option 2 passed 5 to 3.
What does this mean?
P&Z Revised Option 2 allows all live-in managed STRs in all single-family neighborhoods. The ordinance allows anyone to register for an STR by right. If an STR already is registered within 300 feet of the property in question, STR registration for the new property would have to the made through the SUP process.
Why is Revised Option 2 so bad?
Revised Option 2 gives every house in Plano the right to be a STR. Once the city grants this right, it cannot be taken back. This is exactly the opposite of what TNC Plano wants and goes against the findings of the public survey and of the STR Task Force.
There is no way the city can realistically enforce the live-in management requirement. And the party houses will soon return.
Revised Option 2 is what P&Z sent back to Plano City Council for a vote on April 22.
What you can do today.
Call the office of the Mayor and City Council and ask them "to vote NO" on the STR zoning option from Planning & Zoning. No more short-term rentals of any kind in our single-family neighborhoods. Councilmembers all use the same phone number, so you just have to make one call to 972-941-7107. (Calls are most important.)
Send an email to the Mayor and City Council to citycouncil@plano.gov to again ask Plano City Council "to vote NO" on the STR zoning from P&Z. No more short-term rentals of any kind in our single-family neighborhoods.
Here is some content to use and put into your own words: Revised Option 2 from P&Z gives an STR right to every house in Plano. This is NOT WHAT WE WANT. This option goes against the findings of the STR Task Force and it's not good for Plano neighborhoods. We want no new short-term rentals in our residential neighborhoods. The City’s vision is "Plano is a global economic leader bonded by a shared sense of community where residents experience unparalleled quality of life." Short-term rentals in residential neighborhoods completely destroy this vision.
Forward this email to all your Plano friends and neighbors and ask them to call and email the city.

Plano City Council to vote on STR zoning and registration.
After two years, Plano City Council will be voting on a short-term rental zoning ordinance. TNC Plano will be speaking to tell the city to VOTE NO on the P&Z Revised Option 2, and to get all new short-term rentals out of our single-family neighborhoods.
Join us in the audience to show your support. The meeting will be held in the program room at the Davis Library, 7501-B Independence Pkwy. The room only accommodates 100 people. Come early to get a seat.
