Texas 14 Proposed Constitutional Amendments
It is time to vote! This is an important election as there are Amendments to the Texas Constitution proposed by your state legislators and proposals from Collin County for county-wide infrastructure improvements are on the ballot. Election details and a sample ballot are available at www.collincountyrepublicanparty.com. Early voting begins Oct. 22-Nov. 3 and Nov. 7 is Election Day. The closest polling locations for us are Haggard Library and the PISD building.
Photo ID is required at the polls. Voting times vary during the two weeks of voting, typically the polls are open 8 a.m.-7 p.m., except weekends. Curbside handicapped voting is available at the front of a polling place where you see the triangular yellow “Vote Here” sign. Call the judge’s phone number printed on the sign; they bring the machine to you.
Included in the Amendments is a proposal to lower your property tax. If passed, this change goes into effect this tax year. The amendments are summarized below with references provided to do research to see how local organizations assess the measures. In addition, there are 5 bond issues for Collin County that will incur debt, all designed to provide infrastructure improvements for the growth we are facing over the next 20 years. There are 14 constitutional amendments on the ballot for the upcoming election
that begins October 22 for early voting with Election Day on November 7th. Typically, these elections get very light turn-out leaving a small minority of voters to make the decision for the rest of us. MAKE YOUR VOICE HEARD and VOTE! Below each proposition are recommendations of how two different organizations analyze the proposal. Proposition 1 – HJR 126 “The constitutional amendment protecting the right to engage in farming, ranching, timber production, horticulture, and wildlife management.”

Proposition 2 – SJR 64 “The constitutional amendment authorizing a local option exemption from ad valorem taxation by a county or municipality of all or part of the appraised value of real property used to operate a child-care facility.”

Proposition 3 – HJR 132 “The constitutional amendment prohibiting the imposition of an individual wealth or net worth tax, including a tax on the difference between the assets and liabilities of an individual or family.”

Proposition 4 – HJR 2 from the second special session “The constitutional amendment to authorize the legislature to establish a temporary limit on the maximum appraised value of real property other than a residence homestead for ad valorem tax purposes; to increase the amount of the exemption from ad valorem taxation by a school district applicable to residence homesteads from $40,000 to $100,000; to adjust the amount of the limitation on school district ad valorem taxes imposed on the residence homesteads of the elderly or disabled to reflect increases in certain exemption amounts; to except certain appropriations to pay for ad valorem tax relief from the constitutional limitation on the rate of growth of appropriations; and to authorize the legislature to provide for a four-year term of office for a member of the board of directors of certain appraisal districts.”

Proposition 9 – HJR 2, regular session “The constitutional amendment authorizing the 88th Legislature to provide a cost-of-living adjustment to certain annuitants of the Teacher Retirement System of Texas.”

Proposition 10 – SJR 87 “The constitutional amendment to authorize the legislature to exempt from ad valorem taxation equipment or inventory held by a manufacturer of medical or bio-medical products to protect the Texas healthcare network and strengthen our medical supply chain.”

Proposed Zoning Near Park and Custer
Proposed Zoning at Legacy and Parkwood
Monday, October 23 at the Plano City Council meeting, the zoning case of the former EDS campus at Legacy and Parkwood will be heard after having been approved at Planning & Zoning many weeks ago. The EDS campus has been vacant for about five years so it will be nice to see business activity return to this large tract of land, about 95 acres. You are encouraged to attend this meeting in person or by watching PlanoTV as this is a very interesting request. The project has the potential to be a premier bio-science and pharmaceutical development in the strategic center of the country, thus providing some U.S. based businesses a great location in Plano. One of the spokesmen for the project at the P&Z meeting was originally instrumental in assisting Ross Perot with the original EDS development. This development will offer manufacturing, laboratories and distribution facilities in one corporate campus, potentially employing 30,000+. Listening to the story is most interesting.
A significant challenge to the development proposal from our perspective is the plan to construct 745 +/- smaller apartment units along Parkwood, presumably to appeal to workers at the development who require access to the corporate facility at various times of the day. These apartments are not identified for the exclusive rental to related employees of the corporate tenants; however, it was suggested at the P&Z meeting that they would not be built until the latter part of the overall development is completed. This is a large number of apartments, the development is in a busy part of the city and with that large an employment base, automobile traffic will yield significant traffic. Having this large an economic impact on the city is a great thing; however, we are overbuilt on apartments relatively to single family.
