President’s Message
Holiday Greetings to all!
The Plano City Council returns to the Council Chambers this coming meeting, December 9th, after almost one year of renovation and meetings at Davis Library. Can’t you just imagine the relief at that library? This might be a good meeting to attend and see the renovation results and the second presentation on the Bond Referendum plan which will affect the Police & Fire Departments and development to be located at the northwest intersection of Park Blvd. & Alma across Park from PISD’s new proposed Career & Technology Education Center on the southwest corner of the same intersection. This will be a busy construction location - if the bond program is approved - and beyond with increased traffic one would assume
You can see the proposed improvements for this portion of the bond in the Agenda for the 12-9 Council meeting.
More research has been accomplished by fellow citizen and friend Julia Pitlik on the location of boarding houses in the City of Plano. Enough research, it is assumed, that City Council reviewed the issue at their 11-25-24 meeting in a private portion of their meeting with the Legal Department. Information recently discovered by Julia includes 20 boarding houses in Plano and are not permitted in the City of Plano. Julia is continuing her research, and her results are very interesting.
At the same meeting the following motion was passed:
Upon a motion made by Councilmember Prince and seconded by Mayor Muns, the Council voted 5-2 with Councilmembers Ricciardelli and Williams in opposition, to rezone 107.0 acres of land located on the southeast corner of Legacy Drive and Headquarters Drive in the City of Plano, Collin County, Texas, from Central Business- 1 to Planned Development-24-Central Business-1 to establish uses and development standards for mixed-use development; directing a change accordingly in the official zoning map of the City; as requested in Zoning Case 2024-003; as amended above; and further to adopt Ordinance No. 2024-11-1.
This, as you may recall, was the proposal to rezone the original JC Penney property to permit construction of high-rise apartments in a commercial development. One more egregious violation of the Plano Comprehensive Plan. This proposal was led quite vigorously by the Mayor who took the lead immediately in encouraging this vote. It is rare that he assumes this position, but he seemed highly energized and motivated to do so in this case.
Dickens in Downtown Plano
Kick off the holiday season with Dickens, a free event on Saturday, December 7th from 4-9:00 pm in the historic Downtown Plano Arts District.
Bring the whole family for this annual celebration which includes photos with Santa, a snow slide, the Coffee and Cocoa Walk, the Children's Entrepreneur Market and the traditional tree lighting.

This committee seeks to identify, train, and support future City of Plano and PISD leaders.
